The problem is that resgen.exe sitting in the \Microsoft SDKs\Windows\v7.0A\bin directory is not marked as a32-bit compliant executable. My "InstallationFolder" key is set to "D:\Coding\SharpDevelop\Tools" and the "resgen.exe" is at "D:\Coding\SharpDevelop\Tools\bin esgen.exe" so it should find the "bin" folder and the exe.
